Who's the best character and why is Toad?

Toad is almost as boring as Mario.

Toad is the most balanced character. Peach is too weak to pick up vegetables, Luigi is too annoying to control and Mario is just plain boring.

The game is stupid easy already. There's never a situation where you need to pick vegetables as quickly as Toad. Peach can do everything with no troubles.
