1982/3 was a great time, although it was largely hit and miss. It was right in the middle of the boom so there were coders and publishers alike everywhere trying to cash in.
1991 had good games across the board. The Mega Drive had some of its best games released that year, Lemmings was released for the Amiga, and Another World came out.
I was more aware in 1991 so I'll go with that as the best year in games.
There are wikipedia articles for every "year in gaming" and a quick browse of those really shows that the idea of the mid to late 90s and very early 2000s being a real peak.
