Yeah, but Sonic 2 and Sonic 3 were made in America. There was some drama at Sega, so one of the lead developers of Sonic moved to the US and developed Sonic 2 in Sega America.

Another lead developer stayed in Japan and made his own Sonic 2 which was completely different. It was released as Sonic CD.

That's why Sonic CD and Sonic 2 share qualities with Sonic the Hedgehog that the two don't mutually share.

And yes, good games have been released and/or developed in that country. Unless you'd call Rare, DMA (Now Rockstar *), Ocean and Team 17 all memes of course. OK, truth be told: Ocean's console games sucked even harder than LJN's but still, they've made some games that aren't terrible.
