It basically uses steam as a front end for your emulators. It places your retro games in your steam library, downloads the cover art. When you click a game it runs the game in the emulator you have set. And it supports pretty much any console and emulator.

Nope. Steam only tracks times for Steam games.

As in your emulator keeping track of the time? It does because its basically just a shortcut to the emulator.
If you have a spare computer or something similar, what you could do is set this all up with retroarch, then replace the shell with big picture mode.
