What is best way to emulate legal games and use controller. I

A PC + an USB controller
Wii + Classic Controller (or PS3 controller) if you want that sweet 240p
Anything else also works, but I'd recommend the Wii over the PC if you got one hacked (and even then the Wii is extremely easy to hack)
