What are the best character building / party building RPGs?

Suikoden 1 and 2 (for the ridiculous number of party members) chrono cross has lots of characters to mix n match parties up too. Also ff5 and bravely default

So you like customizing your characters? Front Mission series has quite a lot of mecha outfitting if you like modern settings.

People like to diss FFVIII, but I think it did a good job at characterl customizing.

You could give Tactics Ogre a try if you like FFT, though it is more stats heavy than about mixing skill sets.
