People who hate 3 aren't good at games. And there's nothing wrong with that, some people prefer more casual games like MM2 and 4, and some prefer challenging ones like 1 and 3.

The only shitty retro mega mans are 6 and 8, IMO. Though 6 at least gave us the best track in the series (Flame Man).

The music and slide are awesome.

Only things I dislike about it are the menu which I feel is worse than in MM2 and the Doc Robot stages. They're really well done in terms of challenge but the game has such a weird difficulty curve to me

8 Robot Masters: Cakewake, like Mega Man 2 on American Easy
Doc Robot: Borderline "Lost Levels" shit (Note: Mega Man The Lost Levels would have been a great game, it just hurts this one)
Wily Stages: Pretty chill all in all

If the game was just a little more smoothed out in this regard I think there's no question it'd be the best MM on NES but I like 2 and probably 4 better.

My problem with 6 is that it forces you to choose levels. You need all three rush armors to get the beat parts so you either have to do whichever robot masters give you the rush armors first or be ready to backtrack. Still I would say its far better then 5, its amazing soundtrack helps. 6's wily battle theme is fucking phenomenal.

The only useless weapons from this game are the star crash and water wave, power stone isn't that bad, And besides, MM5 was the only game that balanced the charged mega buster, in other megaman games you could hold the charge even if you were hit but in MM5 if you get hit, you have to charge the buster again, meanwhile in the other games of the franchise that had it let you keep the charge, which debunks the argument of "waaah mega buster was op and outclassed the weapons when it got introduced!" [in 4 it was shit and outclassed by pharaoh shot]

Oh and about weapons, its the ONLY FUCKING MEGAMAN GAME WHERE BEAT IS USEFUL ONCE YOU GET IT.
In MM6, MMIV and MMV (gameboy), Beat was useless and couldn't hurt bosses, MM7 didn't had Beat as far as i know, and in MM8, Beat was just a power up on Tenguman and Wily Tower 2 flight sections.
You could say that in MM&Bass, Beat was the strongest thing because it gave you invulnerability (you'd lose ammo if you get hit but this is fixed with the energy saver) but the only thing you had was the pew pew buster and let's be honest, everyone knows that game was designed with Bass in mind, megaman is a bit irrelevant in this case.

But still, MM5 was probably the only megaman game where you had the strongest loadout of weapons, you have a bigger and better charge buster, a rush coil with double the height of the original and that you also had from the beginning of the game, Gyro attack which can kill Metools with their helmets on, Charge Kick which is basically slide + i-frame + damage, Gravity Hold, the first screen cleaner weapon, the Napalm bomb which is probably MM5's metal blade (no reason to not use something that hits as hard as the charge buster and that you can spam fast) and the Super Arrow which is a super fast Item-2. Crystal Eye, Power stone and Star Crash were very situational and Water Wave was plain useless.

Thing with 5 (and perhaps to a lesser degree 4) is it ends up being the "middle" game, making people forget it and thus qualify as the worst. 1 is 1, 2 is 2, 3 is slide and protoman, 4 is - well - buster charge, 6 is the last and 5... eh, gravity?..
