probably. There was a Turbo romhack that puts the English dub in.

The subtitles on the fan-translation's intro (in the OP post) are really off, though. It barely touches half of the dialog. However, at least it exists, and that the intro isn't all that important anyway.

There's a coded clue in the intro dialogue. That's why it's voiced over in German instead of Japanese like the in-game cutscenes.

No, you can 100% by completing every level and rescuing all maidens, but there isn't a harder mode.
