Myriad of issues stemming from creative aspects, executive meddling, development time, licensing. Combine all that together and you get something pretty unpleasant.

Now me, I like bad games because they have that tiny little thing about them that somewhat validates its existence. Other people would much rather play good games all the time. I like to switch it up. Anyway, this very easily could have been a 7/10 game had all these problems not been there

As a guy who bough it in 99 and played it non stop. the biggest issues i had were poor cameras, and fatal glitches like collision failing/getting stuck in a wall/under a floor. It usually happened when I was flying at high speed and hit a corner.

Also, there are 3 difficulties: Easy Normal Superman

Easy mode has no rings for minigames, just a compass
The game forces you to increase difficulty for certain levels though.
I owned the game from 99-05 and still never beat the final level because of poor skill and glitches

I'm not positive it's one of the worst games ever made, at least it actually runs and has some passable elements, but it's pretty bad as a whole. I've never seen anyone say otherwise, not even as a contrarian.

Eric Caen claimed that the game didn't come out decently because DC Comics were extremely strict about what content they could include and kept constantly calling and nagging them.

I remember getting to the stages where you actually get to fight people and enjoying it. Those fucking rings though.
