Most 70s and 80s arcade machines are set up that they can be played with either hand. In the first and second console gen, controllers that weren't ambidextrous were afaik universally oriented for the right hand to be the control hand and the left hand to be the button hand. Interestingly, many hand held games from the same period are set up the opposite way. It could probably be said that for the most part joysticks and paddles were expected to be handled by the right hand while control buttons, which later evolved into d-pads were more likely to be operated with the left hand (iirc Space Invaders is set up like this). When Nintendo made the d pad the ubiquitous control, arcade machines began reversing the standard even on joysticks.

It was mostly the introduction of co-op games like Mario Bros. that made the "joystick on the left and buttons on the right" control layout standard.
