Need help with Sailor Moon Another Story In-Game Code

I recently got my brother Sailor Moon Another Story as a birthday gift. He is not a gamer at all, so he doesn't want to waste hours of grinding playing through a game he only wants to play for the story.

There is apparently two cheat codes to start a new game at levels higher than level 1. One is very simple, you press X and then start at the title screen, you will then hear a chime, and you can start a new game at level 16.

However, there is also also another in-game code to start at level 99.

There are two different versions to this code.

One at GameFAQs says:
Hold A on controller 2 and on controller 1 press Up, Up, Down, Down, Left, Left, Right

I tried this and it did not work (tried at the title screen)

There is another version at Gamewinners (some obscure cheat site that seems to have died during last gen):
Hold A on controller two and press Up(2), Down(2), Left(2), Right(2), Up(2), Down(2), Left(2), Right(2), Up, Down, Left, Right, Up, Down, Left, Right, B, X, L, R on controller one. You will start the game will all characters with full stats.

I tried this again at the title screen, and again it did not work.

Any advice for how to get this cheat to work?

I got nowhere else to ask since GameFAQs is dead on older gen boards (this wasn't the case a few years ago).
