Sega updated all of their MD/Genesis games on Steam to launch from a 3D hub designed to look like a 1990's bedroom. More than that, they've added Steam Workshop support, meaning people can upload "mods" (i.e. romhacks).

So far, most of them are just garbage sonic hacks, but somebody figured out that you can just upload an entirely different ROM and call it a "mod", even if that game isn't for sale on Steam. Currently, Contra Hard Corp is listed as a mod for Sonic the Hedgehog.
I would never pay for ROMs, but maybe this will help popularize romhacking and inspire people to get into it.

ROM = Read-Only Memory, i.e. the game binary that's programmed onto a chip in the cart. So yes, if you buy a physical game, you're literally paying for a ROM.
Downloading the ROM gives you that game binary in an official way.
If you want to play old games but aren't willing to pay for them (you're not a customer), you're part of the reason so many companies, and specifically their legal departments, are still afraid of emulators.

If you read those M2 interviews it took them a crazy amount to get Power Drift working and the coolest part is when they struggle to get one game perfect they use that knowledge for other games as well.

For some reason emulated scanlines look really strange for me in this emulation collection.
When playing real Mega Drive on my consumer CRT or PVM, they look much better. But here I prefer to keep scanlines off.
