It was interior art from Nintendo Power's coverage of Ninja Gaiden, from issue number 5. The Ninja Gaiden 2 guide that Nintendo Power published had kick-ass artwork by Katsuya Terada.

I've loved Artdink's tidy aesthetics since I first played A-Train as a kid. And it's a shame more of their games weren't brought overseas judging by the /jpc/ threads.

I suspect it's Kazumi Kakizaki (かきざき和美) of Liza and Paradise Lady fame. At least her signature is on the DD3AC and DD1GB artwork and the style of the DD2 artwork is too similar to her other works to be coincidental.
