Blaze has the longest jab though. Axel and Adam have a shorter jab but they come out instantly. Blaze has a longer jab but it comes out slower. But considering the game's stun mechanics, Blaze's jab tends to be the most effective despite being slower because the first hit is the most important.

In terms of other moves:

Blaze has the slowest and weakest jump kick, and the weakest back attack.

Also, Blaze is not exactly the fastest character in the game. Blaze has the fastest horizontal walking speed, but Axel has the fastest vertical walking speed.

So Adam may seem like garbage but he has his uses. His jump kick is awesome and his reach when using weapons is ridiculous. Also, it's not like his jab is bad or anything, and it's not like he can't do infinite grab knees.

Overall though, because infinite jabs (which benefits more from reach than speed) and infinite grab knees (which benefits most from horizontal walking speed) are the most overpowered tactics in the game, Blaze is arguably the best, but that doesn't mean the other two characters are bad. Blaze is just slightly better overall.

However, when it comes to SOR2, Blaze is the worst character by far. Not necessarily because she's plain bad or anything, but rather because Axel and Max are godlike and Skate is actually really good too if you ignore his normal combo completely and play him like a speedy grappler who excels at crowd clearing and dealing massive individual damage. His knife speed is also awesome and is the fastest move in the game tied with Axel's standing jab.
