Wild Arms generally is surprisingly good with how it handles women for a Japanese series. For the most part they're normal, balanced between "damsel in distress" and "carpet-munching butch dyke" which we see far too often from that country.
You stated your reasons on Cecilia well. Linka gets over the one-two punch of her lack of confidence and big sister issues. Virginia Maxwell is glorious with her leadership and refusal to give into self-pity even in situations where that would be perfectly warrented, and should be on everybody's top 10 list of favorite female vidya characters. 4... okay 4 dropped the ball because Raquel IS the aforemented overly-butch woman, while Yulie is thoroughly unmemorable. But in 5, Avril Vent Fleur is a beautifully tragic character who relives the same time loop through infinite just to aid the man (teenager) she loves, but is also badass yet somehow pussy-foots around mary suedom. Avril just very well may be my favorite female vidya character.
