If 0-1: No time limit
If 2-3: No fall damage
If 3-4: Fix the fucked up aerial momentum
If 5-6: Give Bubsy a spinning dash like Sonic so you run safely instead of awkwardly tiptoeing
If 7-8: Give the game some story context, so you're not running through random levels for no reason and collecting yarn balls for no reason.
If 9 or dubs: REMOVE CADE and replace him with another failed mascot.

I've always had a theory, Bubsy was intended to have a gun and they only removed it very late in the production. He just has too much momentum and he literally flies smashing into foes. A gun would solve all these problems.

He would be a Jazz Jackrabbit of sorts.

If there was a hack that sped up Dirk and actually made the lifebar matter and it didn't have the stupid elevator that one wrong stop makes you replay a level, I'd say it would be a decent game.

The clusterfuck backgrounds were solved, it's already a damn good thing. It would be nice if the game zoomed out when Bubsy started running, and if his jumping animation were able to kill enemies the whole time and at every angle, just like Sonic jump.

Not as beautiful as the actual Dragon's Lair, it had a lot of animation frames, but ultimately it was one of the worst platformers on the NES.
