Japs draw cartoons and then colour them, many Americans rotoscope photos and then do the shading based off that. Because cameras see things differently than human eyes, the distortion carries over into the artwork which gives that strange look you're noticing.
There are exceptions on both sides, but generally speaking that's what you're noticing.

regardless, you could make a case that using filters is indeed retarded on the grounds that's not how the sprites looked. then again, you could also argue the developers had the shitty RF adapters in mind when designing them, but it's all hearsay.
filters are for normies who can't take big, juicy sprites.
