Just emulate using psxfin. It's not as adjustable as ePSXe but if you want to just plug and play without juggling plugins and settings there's literally nothing to figure out about it, just get the roms and bios and run it.

Are you basically just asking how to buy it for Windows? In that case, you can't, it's not on Windows.
You could get a PSP or Vita and buy the download version from PSN if you don't want to use a PS2/3.
