It is indeed from a hack.
It's the 'Menu Colored Samus' patch that the hacks Project Base and Hyper Metroid use.
Project Base (Top) uses the patch's original graphics, with a slight palette tweak, while Hyper Metroid (Bottom) changes things up a bit.

Both are excellent hacks btw and I'd highly recommend them. Project Base greatly expands the original game, using the original with a large amount of new rooms, new moves for Samus, and all kinds of tweaks to the gameplay, in a way that feels natural, and is meant as a "base" for other hacks to be built on.
Hyper Metroid is built on Project Base and benefits from all it's tweaks, but with a completely new map and several tweaks of it's own, namely the universal ammo system.
