The job/class system in Final Fantasy is an aspect of the universe much like chocobos and summons. Ivalice is very clearly European yet has ninja and samurai for instance, and Bravely Default is lacking in !Japan.

Devs are japanese so for them idea of a Samurai is a perfectly obvious trope, kinda like a knight or assassing for european fantasy creators.

I believe it's more likely that he's a reference to a recurring character/design in east-asian media. I've seen this guy pop up in various life action movies and anime. They're usually stoic warrior types, and are often seen wearing traditional chinese clothes, although that particular bit doesn't apply here. Tao Pai Pai from Dragonball is another well-known example.

I mean, the first 5 are all clearly based in fantasy europe, I'd easily assume Cecil is supposed to be the equivalent of European. Where as Edge and Yang are very clearly not.

"BUSHIDO" should honestly be a bigger samurai connotation though. Any rich guy or upperclassmen can throw money. It fits how they gave that ability to the gambler class here.
