As seen in this screenshot, Professor Oak's back of the head has scan lines. This is proof that Gamefreak intended Pokémon to be played with Scanlines instead of bilinear filtering.

I heard rumors that the sprites were designed by a bunch of different people and it wasn't until Sugimori redrew them all later that they received their streamlined appearance. Is there any truth to that? It would explain a lot.

Yeah, it's pretty easy to tell if you look at the Nidoran lines. Nidorino in particular looks the best in all of RBY, could've passed as a GSC sprite with a bit more color.
