Different levels according to how many years into the franchise the anime season took place and different moves as well. Only DP and BW Pikachu have Volt Tackle so they'll probably be the second most common after Kanto hat.

If it had been any other generation, the two that know Volt Tackle would be the only ones who could learn it, because you normally have to breed it on with a Light Ball, and these obviously won't be able to breed. But there's a Volt Tackle tutor in SM, so not one of them has anything special.
