It's a cute. I was desperately looking for one in the hidden grottos in BW2. It has a rate of 60% of appearing but all I ever got was that shitty squirrel with a rate of 15%

The mane part refers to its mane, not the maned wolf. It's based on the same thing as the Zinogre from Monster Hunter, who is also an electric wolf.
