You have four options
Get a female starter and grind it all over before the fight
Get a female machop from a trade
Use a pidgey leveled enough to sand attack her shit (or mud slap her shit in GS) and this way it is almost guaranteed that she won't be able to hit shit
Or the last is to use low level pokemons so they can take the attracts and sacrifice them so your high level can score a hit, then when it is attracted you switch it again, repeat
That way you get 4 hits and you are likely to win by that point

I replayed Crystal like a year and a half ago and I gotta agree, if only because Gengar and Haunter outspeed about everything at that point and hit extremely hard. He is also kind of chance though because his main strategy was hypnosis then dream eater and hypnosis has like a 60 accuracy so sometimes it hit, sometimes it didn't. I beat both Gengar and Miltank by just spamming dig with best starter though.

That machop's gender must be random because I used that in my first playthrough as a kid a fuck long time ago and I remember it being female. I wasn't planning on using it the whole game, but I loved how easy it was to level up given it was a traded Poke and got boosted XP. I didn't know about that at the time, but I freaking loved it.

Whitney's considered hard because she's one of the few GS battles that can't be brute forced. You normally don't need to pack a specific Pokemon or move to win a battle, or think too hard about move mechanics.
