From a practical standpoint, to expand their movepool and make the line accessible at an earlier stage in the game. I, for one, would love to have Drampa on my team if you didn't literally only encounter it in one of the final locations.

It can also just be a nice addition to existing Pokémon if done right. It adds nuance and expands on the lore and just generally makes the world feel more lived-in and dynamic.
