Chikorita is really bad, even in-game. Snivy isn't actually bad, just underwhelming as hell. Cyndiquil is all right, not amazing but not bad either. Tepig goes form being great, to sorta bad, and then back to all right, sort of. The problem is it's outclassed by better fire and fighting types in the game way too early. Darumaka is a better fire type and Scraggy is a better fighting type. Totodile is all right, no real problems, just sort of mismatched stats in gen 2 (physical water type when it's a special type back then) but after the physical/special split it became significantly better. Oshawott was always amazing, especially because of Unova's lack of water types. Easily the best starter of those you posted. No clear "bad stat" that needs patching up, and learns decent enough moves.

All of the first stages bar oshawott are good; oshawott is just mediocre. For the final forms, though, only feraligatr and serperior are good. Meganium is really bland and forgettable but not terrible, and the rest are bad.

The only decent unova starter is Snivy and that comes from someone who likes gen 5.

Gen 2 had the problem of the designs being too plain. There was still quality there, though. Gen 5 had the problem of 2/3rds of the starters being ugly. Gen 4 also had this problem, and coupled it with the only good design of the lot still having a hideous middle stage.

Gen 4 and 5 were the lowest points for starters in the series, but gen 2, despite not being as bad, also doesn't compare to 1, 3, or 6.

in the blaze black/volt white mod Snivy is actually so OP because Serperior is Grass/Dragon and usually comes with Contrarian...learning Draco Meteor is super fun with that

I love Snivy, Cyndaquil, and Totodile though, didn't know people thought they were the worst.

The gen 2 pokemon were disappointing because their evolutions were pretty much just the starters getting bigger and getting bigger again. In comparison to the gen 1 starters which received wings, cannons and a palm tree with their evolutions, these 3 were just a step back when it comes to imagination.

The gen 5 ones are at least interesting altough the design choices were kind of dumb in certain areas.
