Emerald added no shit, Deoxys just had a form exclusive to each game. Not an actual changing its form in game but the same pokemon magically changing its stats when you trade him. The actual Deoxys which can change between its forms like other pokemon can was from gen 4.

That's kind of my point as well though. If you think of each game as a sum of everything in it, not just what's new, then obviously the 3rd versions are better. It just really blows that we have to sit through a somewhat incomplete game before we get to that. So I agree with you that in reality these 3rd versions shouldn't be justified to be considered new games, but that's just what we've got to work with.
