Fire fang hits steel types that wall rock, especially stuff like Ferrothorn and Scizor, who you can't just tack on Brick Break and beat. Thunder Fang is nice for water types who threaten you but on paper maybe won't be as useful because nothing that's hit SE by electric is resisted by rock.

Pikachu and Marshadow are events for Sun and Moon, you get them the normal way you get events.

This is strictly conjecture but I think it has to do with it's hidden ability. Own tempo is rockruffs hidden ability so it'd make sense for this to be the deciding factor. Because 1 it gives a specific requirement for dusk and 2 it gives us access to mid day and midnight's hidden abilities
