It's right-ish. The Japanese word refers to something changing direction suddenly (and can also be used to refer to trips where you go somewhere, but only stay a few minutes before heading back). The word itself is derived from the way dragonflies move, since they change direction in mid-air.
It's one of those attacks that there's no real translation for.
