Think about it. A lot of anons say, "It's just a Rockruff on the route that follows you around when you go near it." And that's extremely possible. But here's the best part; if that's true, then that's possibly indicative that routes will become more full, the world has more in it to interact with. That sounds pretty good to me. If it doesn't mean following Pokémon, it means SOMETHING. Not a lot, it's obviously a small thing, but I think it's worth pointing out.
And if it is somehow following Pokémon, well then cool, it's a thing again, which is also good.
