Yet Archie's makes more 'sense' in a way, at least in terms of believability.

An environmentalist with a 'noble cause' turned to an eco-terrorist as he became blind to the consequences that their actions will cause.
All because he's letting himself be driven by his own ilusions and emotions, it's following his guts

Maxie, on the other hand, a suposedly genius scientist / geologist, with thousands of data in front of his puny face, and can't realize the simple facts that:
a) humans need water to exist
b) his data most probably shows their actions have a high probability to cause the end of the world
and yet he goes on instead of searching for alternatives

They're both supremely stupid. Archie, you wanted drown most of the planet in water not realizing that fish can't just move in the new areas in like a week. Their entire ecosystem would've been fucked for some time before a new balance could be regulated. And with Kyogre around the rain would never stop. Ever. So even if you didn't think Kyogre would drown the whole world, you know that extreme storms would come along with it. I mean just look at the damage normal hurricanes do. Kyogre creates global hurricans just by existing. And your plan was to attempt to gain control of the god of the seas using a orb that you have no reason to believe can be used to control Kyogre.

Maxie, your plan was even more retarded than Archie. So you wanted to use Groudon to set off every single volcano on the planet to create new land to build more Starbucks? You do realize that most of the life on the planet exists in the oceans right? And what about Groudon's command over the Sun? The Sun becomes so intense that water cannot exist other than what's already in the oceans. Even Hydro Pumps evaporate before they have a chance to make it to its target. What do you think that kind of heat will do to flesh. You basically put the Earth in a state where the Sun is a Red Giant.

I'd say that Archie is the better one out of them (apart from being a juicy muscle pirate with dreamy pecs) for simply caring about Pokemon.
Also, I assume that Archie did all of this for Jirachi because in all language versions when he admits his actions were wrong he says he did it for "his pokemon"- which is singular in every translation.

Pokemon's plural form is pokemon too.

While both of their plans were stupid, Archie's was slightly less stupid. It's pretty clear that Sapphire was the main version Game Freak had in mind while Ruby was just the same game with a few story differences. Team Aqua having a hideout in a harbour town makes more sense than Team Magma having their hideout there. Also it makes more sense for Kyogre to be sleeping under the ocean. For a region that is half-water, flooding seems much more dangerous than a drought.

Then when Emerald came out, most of the Team Aqua locations remained the same while Team Magma had to make a new base under Mt Chimney.

I always thought he may have had it in mind when he began having his extremist ideas. Doesn't Jirachi go to sleep for years? Archie talks about how humans have been soiling the pokemon's habitats so he may have started thinking of making a world where Jirachi and other pokemon would be safe and away from harm by humans, but then his ideals became a bit twisted to the point of just wanting to wake up Kyogre even when Shelly (his best friend and the one he encountered Jirachi with) tried to stop him with reason.

As much as I like Maxie, I must admit he is really boring in depth when in comparison to Archie.

With Archie we have a story of long friendship with Shelly, an encounter with Jirachi in his childhood, and his personality is a contrast with his role as a villain.

Maxie is just a more dumb Cyrus, and at most his friendship with Tabitha is recent if he actually believed the rumors of him wanting to be the leader of the team instead.

I see many people taking it as both of them being Rocket grunts but I doubt Rocket ever tried to make a Hoenn branch. My only guess was some old team that tried a bigger Project AZOTH which Magma and Aqua took on their own side, but since it's GameFreak we are dealing with we will never know.
