Ice Beam looked shit in Colosseum, just a chunk of ice being shot at the enemy but Gale of Darkness improved on it vastly

As far as sprites go, the first three generations rarely used concept art. They'd just draw most of the Pokemon as sprites, then make official artwork based on what they looked like. Gen 4 is when they switched to designing the Pokemon first, then making sprites that look like the art.
