They tend to give rock gym leaders the shaft since they're usually the first gym. The only exceptions are Brock (Ashime) and maybe Olivia (Elite Four, eternal singledom).
The other rock gym leaders are:

Both his Cranidos and father Byron overshadow him.

He's mildly different in that he's the second gym leader and cares about rock climbing instead of museums and history like the others.
Even ground has better gym leaders (Giovanni and Clay)!
