The goal is for Ash to become a pokémon master. The writers have been a bit unclear if winning a league is just a step along the way or enough to be a master. Either way he has made no plot progress in about 18 years.

I would put Simpons and Southpark over Pokémon in that regard. At least they don't pretend to have an overarching plot. Not familiar with Doraemon.

But does Pokemon even pretend to have an overarching plot? I mean, it has some references to the past here and there, but they never really go beyond references and cameos (which you'll find too in shows like Simpsons), the story of each region never needing knowledge of any previous one to follow.

Gens 1 and 2, and maybe 3 used to have a clear direction of Ash winning leagues and becoming a Pokemon master, but over time that took a back seat. I remember back when Ash would mention it in every other episode. He used to frequently train with his Pokemon onscreen, too.

That is mostly a thing from XY and on, even BW had more focus on continuity than that saga. Before that acknowledging the continuity wasn't uncommon. Arcs like Sinnoh league or the AG Battle Frontier shows that well. Both of those were very much an accumulation of everything Ash had learned and obtained up to that point.
I don't watch the anime anymore so I can't really say how it is done in SM.
