I like this idea, but I think you shouldn't be averse to changing Pokemon's stats and types to make it work. For example, Scyther looks too badass to just be a rookie, so he should be Champion level or something. Then if you want Scizor to be Ultimate, he needs to have definitively BETTER stats, not the same BST. Same with putting something like Scolipede in mega, he needs a boost to stand in the same tier as something like fucking Dialga.

And if you want to get Sudowoodo or someone in there, go ahead and make him Grass, it doesn't really matter. He'd be enormously out of place in any Rock line, anyway.

I'm just saying, as long as you're throwing the established paradigm out the window, may as well not feel constrained to any established conventions.

Hell, in the anime there are known to be multiple Articuno and Zapdos, as well as multiple Lugia.
In the games, there are several cases of NPCs using legendary Pokemon as well. "Legendary" almost always determines them to be rare rather than there only being one.

Obviously there are Pokemon of which only one exists. Pokemon like Mewtwo, Lugia, Ho-oh, Kyogre, Groudon, Rayquaza, Dialga, Palkia, Giratina, and other "mythical" Pokemon.

The way things are being done right now, there aren't so often "families" like Digimon has, instead each Pokemon can evolve into six or seven other Pokemon that have a higher BST by about 40 to 80. Pokemon typically evolve three to six times before reaching their "final stage". Pokemon do evolve into stuff that resembles them somewhat, but sometimes a Pokemon's different final evolutions may be very different looking. I'm also not planning on fucking around with changing stats just yet either. But, this sort of editing is dead simple, so I might make a few alternate versions if people are interested.
