Competitively he's a pain in the ass to fight. When you face one you're basically playing a guessing game of "so are contact moves a bad idea, or are fire attacks a bad idea?". Air Balloon and his general bulk means that he can unleash at least one of his devastating attacks before dying because he now has an immunity to his only real weakness (because really, how many special based fighting Pokemon are you going to see?). He's just obnoxious and hard to counter, in general.

Lore-wise, I hate that he's a legendary. It doesn't look like a legendary, his concept barely even exists, he's from a generation that already had way too many legendary Pokemon, and the fact that he can be either gender implies that there are plenty of him, which blurs the line between legendary and psuedo-legendary in universe a bit too much for my liking. And honestly, I just think it's an ugly design.
