creatures inc has been doing pokemon models since pokemon stadium. mainline games since x and y and spin offs and recently in june they opened up pokemon 3dgc. open 3d pokemon creation company

Creatures Inc does the Pokemon models and they give them to any other company that's developing a Pokemon game.

The human models are done by Game Freak themselves.
