You could use Minimize Chansey in VGC or Battle Spot but why the fuck would you base your win condition solely on chance? No one does it.

Actually, playing Evasion as a secondary win condition is actually the best strategy in the game as the math adds up to you having at least a 60% winrate.

But this is only assuming a non-timer environment. The only reason no one uses it is because 1) VGC has timer which can be used to easily stall out Evasion and 2) battle spot is primarily used for VGC practice

True PTW ladder players will always have an Evasion abuser of some sort on their team. The math just overwhelmingly benefits them; its the same reason why Thundurus-I with ParaSwag was used so much.

So then why make rage-inducing rolls even more prominent? Barely anyone likes facing it in battle facilities or in the game itself. Why force all types of online battles to become even more of an RNG clusterfuck?

Plus, Confusion and Paralysis aren't as common as Double Team. Double Team is learned by almost every Pokemon in the game. Confusion is fixed by simply switching out and while Paralysis is harder to remove it's not as inherently busted as evasion. Most of the better evasion-ignoring moves have shit-tier distribution and the two things that remove evasion boosts (Haze and Clear Smog) aren't that common either.
