Ultra Space isn't a parallel universe within our three dimensions. It is a reality greater. You can't interact with the bulk. Guzma slips through Nihilego. Lusamine needs a special Pokeball to capture and control Nihilego.

Believe whatever you want, but GameFreak designed Ultra Space off of Hyper Space. It's likely not created by Palkia, and existed before Arceus created the Multiverse. For all we know, each Universe within the Multiverse may have each originated from an egg, from which Arceus was born. Multiple Arceus - Multiple Palkia.
