Fun fact: no pokemon that were introduced in gen VII AND catchable before the postgame can learn Smart Strike. So I had the same problem.
It has got a really interesting distribution though. Similar to Drill Runs.

Seaking is one of like 6 or 7 kanto mons ive never used in game and its one of faves. Same with vileplume. Gotta love megahorn physical water type, with that nice atk.
