It's correct because I like Poliwhirl's design a lot and if I had to evolve it, I'd want as little deviation as possible.

I love poliwhirl. poliwrath is just a slightly taller poliwhirl that lifts. Politoad always looked dumb to me and not really fitting the line well, so i go with poliwrath
