What I got from reading 2ch posts was that you see a shadowed look at a Makoto's mom, and she sort of looks like Cynthia, particularly her hairstyle. She's said to be a powerful trainer in Sinnoh, but she's from Twinleaf Town (Cynthia is from Celestic Town) and her partner is an Empoleon. There's also argument on if her hair is brown or blonde but darkened by shadow.

So basically it's either not Cynthia or it's a very different AU Cynthia.
