In Japan, the word "anime" refers to cartoons in general, regardless of nationality. Pokemon is a cartoon, so it's anime.
Outside Japan, the word "anime" refers to cartoons from Japan. Pokemon is from Japan, so it's anime.
But "Is it an anime or a cartoon?" is a nonsensical question. All anime are cartoons. It's like asking if something is a rectangle or a square.
