the only 2 decent RPG maker fan games, doubt they'll ever be finished though

It'll be at least another 3-4 years, 5-6 if they decide to do postgame

All the pokemon sprites are done, right? What's stopping people from simply inserting them into an already finished game?

If by "done" you mean "they exist", then sure, but in terms of "are they done being worked on/do they meet a bare minimum quality bar", then no.

No. Maybe 15%-20% have been voted as "game ready", but that just means that they have been deemed good enoguh to be used in demos, not nesscarily for the final release. The goal is to get the sprites to be Gen 4 quality, even some of the game ready sprites have a lot of work to go; wheras others that aren't game ready as basically perfect.
