They're supposed to be incredibly hard to train so it's undertandable not just any trainer can achieve those moves. Kadabra was a fucking tank in the earlier gens thunder punch, fire punch, shadow ball, and psybeam made the game kid mode.

I always just handwaved it as all Pokemon having a slight degree of innate psychic resistance, so that an Alakazam couldn't just pop everyone's brains for an instawin. Ash's Pikachu in S1 was pretty weak.
