The Japanese line could either translate to "Whirlwind" or "Blow it away", since that's what Whirlwind is called in Japan. It's not even clear in the Japanese script whether Ash was telling it to blow the powder away or if the writers randomly decided to give Bulbasaur Whirlwind. Given all of the other random shit the anime has done, it's far from impossible.
