Realistically speaking, this would have been planned from either close to the start of this saga or even as far back as when XY&Z was still airing. The "eternally 10" thing applies to everyone in the anime, not just Ash. Nobody in the anime is affected by the passage of time, they remain the same age they were at the time of their debut (in Misty's case, 10)

He's from Pallet Town, started his journey together/is childhood friends with Professor Oak's grandson, he beats the gyms in the order you're supposed to do in the games, special version of Gen I adapted to his route, influenced the media so much Pikachu became his signature Pokémon in almost every media over the starters and he even is just a palette swap of original Red design.
And if you count the few changes, nobody in the earlier anime was 100% like their game counterparts. They just became 1:1 copies by the time Hoenn rolled in. And that's was the time when Satoshi/Ash became a stand in for every male protagonist too. The same goes for Misty, Brock, and practically every gym leader.
