Yes, because they intended to air these episodes a few months after the 20th movie. It is distant enough to not overshadow the movie, but still recent enough that the movie is relevant in viewers' minds.

The anime studio planned out the details of this movie as far back as December of last year. They intended to make an alternate universe with different characters for the movie, and have the anime depict its original universe and characters for these two episodes.

If this were meant for the 20th anniversary alone, these specials would have aired earlier in the year. But they didn't, because the anime doesn't want these specials to detract people from watching the movie.

The anime is just using the movie and 20th anniversary to get people to watch. Expect these two episodes to have significantly higher ratings than recent episodes (most are around 3.1).

Never liked this style. Good thing I've definitively quitted this cartoon (I just used, for curiosity, to look for episodes' plots on various wikis without watching the actual episodes: now, after Ash's Kalos League fiasco, I'm not even looking for plots online anymore: for me this series is dead).

The writers don't respect the normal laws of time passage in this show given that it's essentially a 21-minutes-per-week video game/toy commercial aimed at one narrow but nonetheless weighty demographic.

This show has basically operated on a Simpsons timeline and we will only ever get to see Ash as a 10-year-old. Anything else that's happens after that is left to the directors, producers, and writers to explain to us in other ways, such as via interviews or easter eggs or what have you.

I don't get why this is so hard for some to understand. It's not logical, sure, but it shouldn't be hard to wrap your head around it if you watch pretty much any other long running show like The Simpsons where most characters' ages hold constant.
We only get to see Ash's "10-year-old" self in this show, with occasional flashbacks thrown in there. Anything that comes afterwards is either left undetermined, only hinted at, or spelled out in other official media/interviews/promotional material.
