It's probably just because they have to make sure everything still works on an old small 3DS, so they make the games based on that instead of designing it with the XL's and then backing themselves into a corner because text or models or something are to small to see or cant run on the original

The actual resolution and specs are no different between a 3DS and a 3DS XL, it's just the physical size of the screen. The original's pixels are smaller, so the image is more crisp.

The New 3DS models do have better specs, but they have to make sure the games work on it too anyways. However even the small New 3DS has a bigger screen than the original 3DS despite having the same resolution, so the original screen is still king when it comes to crisp image.
