even at +1, attacks coming off 100 sp-atk with no item aren't going to be all that threatening, especially not given it's 4x weakness type resists it's one STAB and is flat out immune to the other
and yes it has good defensive stats and at +1 he becomes a bitch to kill
well he would have been if he didn't have a 4x weakness, or if he had a form of recovery, or if he could use leftovers, or if he actually had the power and moveset to overcome defensive 'mons with access to the latter 2

here's something nobody talks about; with mons like z trick or treat gourgiest, or z conversion pz, you're wasting a moveslot for a move to get the +1 to everything. Kommo-o has the luxury of basing its stat boost move off of an already good move, clanging scales. That means it's got more room to work with. Drain punch (longevity) or focus blast (power, 2HKOs chansey at +1), a coverage move like flamethrower or poison jab, and TAUNT. Worried about toxapex hazing you? Taunt. Worried about skarm phasing you? Taunt. What about chansey softboiling up, waiting for a focus blast dodge? Taunt that shit.
Also there's the fact that the only common scarfer than can comfortably revenge it at +1 def/spdef is lele. Garchomp's outrage is a 2HKO.
It's going to be fine. Probably BL like pz, but viable.

first of it doesn't have drain punch yet so we don't even know if it has any staying power what so ever and using focus miss on a pokemon that can only afford to boost ONCE is a terrible terrible idea. It only has a 50% chance of hitting twice in a row. Not to mention that in order to 2KO chansey he needs to be modest which it really really cannot afford to do

furthermore clanging scales is not going to be used post z-move because the defense drop is completely counterproductive to what you're trying to do and remember: once you z, you can't switch out ever so you're going to need a secondary special dragon type move

and if you're going with a special build, drain punch isn't going to be inflicting near enough damage to extend it's longevity while if you're going with a physical build the z-move will barely do any damage given it's going to be coming off a base 100 uninvested stat

and you do not need a scarfer to take out kommo-o. That's a major difference with porygon-z
P-Z has a ridiculously powerful shadowball or thunderbolt which only a very limited number of pokemon can take
On the other hand there is a very good number of pokemon that can take at least 1 hit at +1 from kommo-o
